1.1 Background of the study
“Study of
one school that successfully implement MDS”
Case
study: Cluster school USJ Subang Jaya district
The school rules and regulations are prepared with the cooperation of the
school disciplinary board and the parent-teacher-association. They are based on
the guidelines given by the Ministry of Education.
They serve to guide parents, teachers and students to a standard of discipline
which MBSians are proud of. To enhance the standard of discipline further, the
school has decided to use E-Discipline a merit-demerit points system developed
by the Ministry of Education to manage discipline in the school. The present
merit-demerit system that the school has been using all these years is just a
simple manual + Ms Excel system. The present merit-demerit points have been
modified to reflect the government’s system.
The school endeavours to list the accumulated demerit points of every student
at least once a month. Students can then check with the teachers the offenses they
have committed and how they can off-set these demerit points, for e.g.
undertaking goodwill tasks like clearing the storeroom or cleaning the windows.
Based on the successful result from St Thomas Secondary school Kuching,
Sarawak,the principle Peter foo is a good sample principle that have a
leadership quality because success using merit and demerit system. Leadership
has been the most significant area of research in education especially
principle ship. Hallinger (2005), and Hoy and Miskel (2008) have linked the
school effectiveness with the leadership. In absence of leadership goal
accomplishment and school effectiveness is never guaranteed. Report by
BERNAMA St Thomas Secondary School is today a role model school and other
school authorities, including one from Brunei Darussalam, are coming to the
school to learn how it resolved the indiscipline problems of its primary and
secondary students. Bernama asked principal Peter Foo and his Senior Assistant
(I), Tilai Bala Udan, for the secret of success and the answer is an integrated
and systematic discipline system called the "Merit and Demerit Discipline
System" (MDDS).
Underpinning the system are the various players responsible for moulding or
shaping the character of the students, namely, the school administrators,
teachers, prefects, class monitors, parents and counsellors.
Intervention of these various players, Foo said, is deliberate and structured
to optimist paradigm shift in student behaviour.
Furthermore, this good leadership become because the principle said
"We have the highest hope for the school, true to its mission statement of
'Aim Higher'. We aspire to be the national benchmark for areas related to
discipline, prefect system and counselling department.
"More importantly, we would like to see our students do well in
life," he said.

For many academies institution especially school, student discipline was given
a primary importance in education management. It represents by school
management as central importance to conduct student discipline using good
system. The school rules and regulations are prepared with the
cooperation of the school disciplinary board and the
parent-teacher-association. They are based on the guidelines given by the Ministry
of Education.
With reference to the BERNAMA article, with the dateline February 13, 2013 and
headlined Sarawak School Shows the Better Way. Based on the article the
successful enhance after using an integrated and systematic discipline system
called the "Merit and Demerit Discipline System" (MDDS). Furthermore,

merit demerit system approach in terms of student satisfaction, willingness and
stress;
2. to identify teacher perception the
effectiveness school using merit demerit system .
3. to identify student perception any
barriers or challenges when school using MDS’s

1.6 Limitation of
research
This research focused on the
school principle that success uses a merit and demerit system in school.
Furthermore, choose a cluster school at USJ Subang Jaya as a sample of school
that using the system. Choose the SMK Seafield, USJ as a cluster school to look
the impact when they use the system to manage school more systematic and less
the discipline problem.
The objective is to examine the
leadership qualities of school principle that success use the system also the
effectiveness using merit and demerit system in Malaysia secondary school to
solve student discipline.
There are several limitations to
this research. These include:

Interview
Choose the fulfil criteria a
school principle that have a leadership qualities and uses a merit demerit system
to manage school discipline. Furthermore, the time for collect the data from
interview session is limited.

Time
constraint
The time is very short to finish
up this research, the period given only from month September 2013 until month
of December 2013.
3. Study area
Prefer to choose the cluster
secondary school surrounding USJ Subang Jaya district as a sample. The cluster
school is limited quantity in the USJ Subang Jaya district.
